• Bachelor's or Master's degree in Computer Science, Information Technology, or a related field.
• Proven experience as a Product Owner or Service Owner in a similar context
• Proven experience in developing or managing services tailored for developers. Ability to ensure that the strategic objectives and product definitions of developer-focused services are aligned with the developers' vision and needs
• Strong understanding of software development processes and methodologies
• Development or Services for Developers experience: make sure the strategic objectives and product definitions of the service oriented towards developers align with their vision and needs.
• Strong understanding of public cloud basics (AWS).
• Strong understanding of Gitlab and Bitbucket products
• Strong understanding of Agile/Scrum/SAFe process and principles
• Excellent communication and interpersonal skills

Position Overview:
We are seeking a highly skilled and experienced Product/Service Owner to lead the development and management of SDLC squad that handles Gitlab corporate service. As part of our dynamic IT services team, you will play a pivotal role in ensuring the successful delivery and continuous improvement of the services, aligning them with the strategic objectives of the public administration.

Responsibilities:

Squad Vision and Strategy:
• Develop a clear and compelling vision for Gitlab service aligned with the goals and objectives of the public administration.
• Formulate and execute a strategic roadmap that outlines the evolution of the service over time.
• Develop a migration strategy for transitioning from the Bitbucket service to the GitLab service, ensuring smooth adoption of the new platform.

Stakeholder Engagement:
• Collaborate closely with internal stakeholders, including Technical Architects, Developers, Scrum Masters, and Business Owners, to understand their needs and gather feedback for continuous improvement.
• Establish strong relationships with external stakeholders within the public administration to ensure the Services meet their requirements.
• Promote the GitLab service across various teams within the organization.

Product Development and Management:
• Oversee the end-to-end Gitlab service development lifecycle, from ideation to implementation and maintenance.
• Work closely with development and architecture teams to prioritize features, enhancements, and bug fixes based on business value and impact.
• Ensure that all the up-to-date information are always available to the Operations team, so that they will be able to effectively respond to the most common incidents.

User Experience (UX) Design:
• In cooperation with the Architects, define UX/UI layouts to ensure the Gitlab service provide an intuitive and user-friendly experience for end users.
• Conduct end-to-end testing and gather feedback to refine and enhance the UX and the triggered processes.

Release Planning and Deployment:
• Develop and maintain a release schedule, coordinating with Development and Operations teams to ensure smooth and timely releases.
• Implement effective communication strategies to inform users about upcoming releases and changes.

• Performance Monitoring and Optimization:
• Establish key performance indicators (KPIs) for Gitlab service and regularly monitor and report on it performance.
• Implement optimization strategies to enhance service efficiency, scalability, and reliability.

Security and Compliance:
• Collaborate with security experts to ensure service adhere to industry best practices and comply with relevant regulations.
• Implement and maintain security measures to safeguard sensitive data and ensure a secure development environment.

Documentation:
• Review and approve documentation prepared by the architects, including technical specifications, user guides, and service operational procedures related to the service.
